secret research - By using these computer-enhanced EEGs, scientists can identify and isolate the brain's low-amplitude "emotion signature clusters", synthesise them and store them on another computer. In other words, by studying the subtle characteristic brainwave patterns that occur when a subject experiences a particular emotion, scientists have been able to identify the concomitant brainwave pattern and can now duplicate it. "These clusters are then placed on the Silent Sound carrier frequencies and will silently trigger the occurrence of the same basic emotion in another human being!" Microwaves can also alter the permeability of the body's blood-brain barrier,14 which can synergistically increase the effects of drugs, as the military is well aware. "Using relatively low-level RFR, it may be possible to sensitise large military groups to extremely dispersed amounts of biological or chemical agents to which the unirradiated population would be immune." Sound can be transmitted even easier through the use of implants - cochlear implants, implants that send electrical signals into the fluid of the inner ear, or implants that transmit sound vibrations via bone conduction, such as the cases of dental fillings picking up audible radio signals. The stimoceiver, invented by Dr. Jose Delgado, consists of wires running from strategic points in the brain to a radio receiver/transmitter located entirely under the skin. Through this device, Delgado was able to stimulate raw emotions such as arousal, anxiety, and aggression with the turn of a knob. Of course, secret research by the US Government into microwaves and synthetic telepathy has moved on considerably since the end of the Cold War ... secret microwave radiation can be used to induce in unsuspecting victims: "Headache, fatigue, perspiring, dizziness, menstrual disorders, irritability, agitation, tension, drowsiness, sleeplessness, depression, anxiety, forgetfulness, and the lack of concentration." mind control - In 1953 the CIA initiates Project MKULTRA. This is an 11-year research program designed to produce and test drugs and biological agents that would be used for mind control and behavior modification. Six of its subprojects involved testing agents on unwitting human beings. MKULTRA focused on drugs, specifically LSD. The CIA wanted to use LSD as a weapon. The CIA studied hundreds of other drugs besides LSD as well as experimenting with: "radiation, electroshock, psychology, sociology, anthropology, psychiatry, harassment substances and paramilitary devices and materials." As subjects of the experiments, the CIA used many hospital patients, volunteers (mostly students), inmates who were usually paid for their participation with more drugs, and eventually anyone the CIA could get, without their consent. The CIA "scientists" even engaged in misting and spraying unwitting American citizens as they walked down busy city streets. Later they would study how to manipulate genes and develop compounds to simulate heart attack and stroke (History of Secret Non-Consensual Human Testing from 1931).

informed consent - Plainly, then, the capacity of the human subject to participate in this process of informed decision making is a critical component, though not the total corpus, of the present system of public oversight of biomedical and behavioral research. Under a strict "protection model" those who lack the capacity to give informed consent, or whose capacity to do so is uncertain, may be excluded from participation as research subjects. Under the strict protection model such exclusion may seem appropriate since the underlying principle is that it is better to protect subjects from risks of harm, even at the cost of slowing the progress of scientific investigation, the development of new medical advances, and access to potentially beneficial but unproven therapies. In this model there would correspondingly be fewer opportunities to assess promising new clinical approaches to the diseases from which these potential subjects suffer. The obvious dilemma presented by such a strict protection standard is that research leading to therapies for those disorders would be slowed as a consequence of the limited capacity of those who suffer from such disorders to consent to participate in such research (Informed Consent and Limitations on Decisionmaking Capacity).

mimic mental illness - The U.S. government is using mental illness as a cover-up of mind control experimentation. Many of the experiments are designed to mimic mental illness. For example, the mental illness diagnosis manual for psychiatrists states that the mentally ill patient put unusual meaning or interpretations into normal objects. The experimenters can engineer visual and audio patterns and change the amount and timing of any environment in a specific way to make the victim see what a mentally ill person would see. In my case, I have videotaped evidence of this effect. A report by a university statistics professor confirmed an extremely high amount of red and white cars on two separate occasions when compared with normal car color populations (Nonconsensual Brainwave and Personality).

global phenomenon - In his book, Bluebird: Deliberate Creation of Multiple Personality by Psychiatrists, Ross (2000), writes: “The major goal of the Cold War mind control programs was to create dissociative symptoms and disorders, including full multiple personality disorder” (p. E). In line with what I had already observed in a few of my clients, Gould and Cozolino (1992) contend that ritual abuse survivors with multiple personality disorder may have personalities deliberately created by cults that have been programmed [a mind control term] to perform specific functions for the cult. Thus, victims could have had mind control tactics used on them even if they were not subjects in government-sponsored mind control experiments. Conversely, government-sponsored mind control subjects could have been ritually abused in experimental settings. The title of my presentation indicates that torture-based mind control is a global phenomenon. Unethical human experimentation in the United States - There have been numerous experiments performed on human test subjects in the United States that have been considered unethical, and were often performed illegally, without the knowledge, consent, or informed consent of the test subjects. Many types of experiments have been performed including the deliberate infection of people with deadly or debilitating diseases, exposure of people to biological and chemical weapons, human radiation experiments, injection of people with toxic and radioactive chemicals, surgical experiments, interrogation/torture experiments, tests involving mind-altering substances, and a wide variety of others. Many of these tests were performed on children and mentally disabled individuals. In many of the studies, a large portion of the subjects were poor racial minorities or prisoners. Often, subjects were sick or disabled people, whose doctors told them that they were receiving "medical treatment", but instead were used as the subjects of harmful and deadly experiments. Many of these experiments were funded by the United States government, especially the Central Intelligence Agency, United States military and federal or military corporations. The human research programs were usually highly secretive, and in many cases information about them was not released until many years after the studies had been performed. The ethical, professional, and legal implications of this in the United States medical and scientific community were quite significant, and led to many institutions and policies that attempted to ensure that future human subject research in the United States would be ethical and legal. Public outcry over the discovery of government experiments on human subjects led to numerous congressional investigations and hearings, including the Church Committee, Rockefeller Commission, and Advisory Committee on Human Radiation Experiments, amongst others (Wikepedia).
